GOVERNMENT AND U.S. VIRGIN ISLANDS * I AM PLEASED TO ANNOUNCE TODAY AN INTERGOVERNMENTAL PARTNERSHIP WITH THE DISTRICT OF COLUMBIA GOVERNMENT AND THE GOVERNMENT OF THE VIRGIN ISLANDS [GOVERNOR FARRELLY IS HERE WITH ME TODAY ] . * THE D.C. OFFICE OF PERSONNEL PLAYED AN IMPORTANT ROLE IN THE INITIAL DEVELOPMENT OF A MERIT PERSONNEL SYSTEM FOR THE ISLANDS IN 1967. * GOVERNOR FARRELLY HAS ASKED OUR ASSISTANCE AGAIN IN THEIR EFFORTS TO UPGRADE THAT SYSTEM. SPECIFICALLY: REVIEW THE COMPENSATION , CLASSIFICATION, AND COLLECTIVE BARGAINING SYSTEMS. * IN THE SPIRIT OF INTERGOVERNMENTAL COOPERATION, I HAVE AUTHORIZED THEORDORE E. THORNTON, SR., DIRECTOR OF PERSONNEL TO PROVIDE WHATEVER ASSISTANCE NECESSARY TO EFFECT THIS EFFORT. * DURING THE NEXT FEW MONTHS A PLANNING TEAM WILL CONVENE AT THE EXPENSE OF THE ISLANDS' GOVERNMENT. THERE IS NO EXPECTED COST FOR WASHINGTON, D.C. TAXPAYERS. * I HAVE ASSURED GOVERNOR FARRELLY OUR FULL SUPPORT IN THIS JOINT VENTURE TO MAKE THE VIRGIN ISLANDS' PERSONNEL SYSTEM ALMOST AS GOOD AS OURS
