OCTOBER 1A, 1987 GOOD MORNING LADIES AND GENTLEMEN: I AM HERE TODAY TO ANNOUNCE THE OFFICIAL START OF THE CIVIL INFRACTIONS PROGRAM AS ADMINISTERED UNDER THE DEPARTMENT OF CONSUMER AND REGULATORY AFFAIRS (DCRA) . IT IS PART OF THE SECOND PHASE OF CONSUMER AND REGULATORY CENTRALIZATION. THE FIRST PHASE WAS THE ORGANIZATION OF DCRA, WITH THE ONE-STOP BUSINESS AND PERMIT CENTER AS THE CENTER PIECE. WE HAVE GROWN AND EXPANDED TO INCLUDE THE OFFICE OF CIVIL INFRACTIONS AND THE OFFICE OF ADJUDICATION. IN 1983, I PROPOSED A REORGANIZATION, WHICH THE COUNCIL APPROVED, TO BRING MANY OF THE LICENSING, REGULATORY AND CONSUMER PROTECTION FUNCTIONS INTO A SINGLE AGENCY — THE DEPARTMENT OF CONSUMER AND REGULATORY AFFAIRS (DCRA). AS A RESULT, SERVICES TO CITIZENS AND BUSINESSES NEEDING PERMITS, INSPECTIONS, AND CONSUMER INFORMATION WERE CONSOLIDATED AND STREAMLINED; AND, THE OLD PRACTICE OF TRAVELING TO SEVERAL DIFFERENT LOCATIONS FOR PERMITS AND LICENSE APPROVALS WAS BROUGHT TO AN END.
