WE'RE HERE TODAY TO ANNOUNCE THE RESULTS OF A NEW STUDY THAT INDICATES THAT THE DISTRICT OF COLUMBIA GOVERNMENT HAS MOVED FROM 50TH PLACE TO THIRD PLACE IN A NATIONAL COMPARISON OF HOW MUCH MONEY THE STATES ARE SPENDING TO MOVE PEOPLE FROM MENTAL INSTITUTIONS.
